I see a high-grade figure probably looked up to in society, with his true nature being hidden by a mask, but revealed with his vulture wings which show his immorality and duplicity. Prey on the weak;those hidden behind a facade of nicety aren't seen for their evil, though they certainly might be evil in deed.
Floating above the city because he is a vulture, revered as a god, and it's characteristic of his aloof nature.
Any value to that? I love this a lot. A whole lot.
