Definitely a dramatic background, if TVTokyo was planning on making another Sonic anime, an image like this might be sen as the wind blows through the petals and sends them into the sky. The camera would follow the petals until the crescent moon takes up the center of the screen; and then the logo fades in in front of it.
That's how I'd do the title part of an anime opening if I had a scene like this.
