I honestly don't know what to say, since I just did it, I had no real troubles with it. Of course my first attempt at pixel art wasn't that glorious. I actually had no idea in what style should I draw, so it ended up looking like a rip off. In a sense the first thing you should do is find a style to draw. Everything else is just basic drawing. You do a sketch, do line art and clean up, color and animate.

Well, I use Photoshop, but I've seen people draw pixel art in Sai too, heck I've even seen people draw pixel art in Paint.
