Because western animation characters are male by default until the characters are given some sort of indication that they are female. (Eyelashes, hair bows, etc.) And giving them eyelashes wouldn't be much of a change.

Pretty much, yes. Or at least, it would imply that. There's still the chance of him being a cross-dresser, or in a disguise. But most likely he'd just be a girlie.

Clothes you wear =/= your gender. Clothes and accessories don't even have a gender.

I dislike how some societies have these views on what is fit for only men and what is fit for only women. :I
