It's because the developers used the same character model, but colored it differently. Thought nobody would notice.

too bad Steve had a short role :S,it would be interesting if there was a game with those 2,right?Something like that Steve somehow survived while undergoing with some wierd mutation and same time learning to control,and Claire finds it out and wants to help him escape the bad scientists who want to experiment with him or something like that XD<~crazy,i know

I think that would be great, for Steve to come back, but I can honestly only see Capcom bringing him back as a boss or something. The whole, "I'm infected, but I can control it and be a good guy and avenge myself against those who did this to me" is just a little too cliche, and it would pretty much turn Steve into a Gary Stu. I love him to pieces, but I don't think he'll be making a comeback.

i know :S and that's too damn bad and disappointing.lol,the avenge thing though did quite good in the Resident Evil movies with Yovovich so why not trying something similar with Steve?:S oh,well.....at least and i hope they keep making games with Leon in them :S(although RE 5 was good too)hmm....oh,instead of avenge thing,how about Steve reborn?XD It could go like,some of Steve's mutated DNA survived/fell into wrong hands/escaped and began to grow.While some native people of a country find little Steve and care for him,Leon gets a mission near that place and finds him XD huh?what do u think about that? >

Well, Leon was about 21 or so when Steve died, he was 27 in RE4, so it all depends on how long it took for Steve to be 'reborn'.

I think one of the reasons they look so alike is because the character Steve was originally supposed to be Leon. I can't remember where I read this, but I remember reading somewhere that, originally, Leon was supposed to have gone to Rockfort Island with Claire, and would have gotten killed, but for some reason they decided not to use him, and so created Steve to take his place. (Which I am glad about - I like Steve, but I like Leon waaaaay more, and I'm glad they decided not to kill him. ._. )

yeah, i saw an interview (with the voice actor of leon) on youtube and he said they were originally planning leon to mutate into some moster thingy and end up dying....
hope they don't kill him off though

Yeah, he was gonna be infected with Progenitor and would have turned into something like a Tyrant. D: I'm glad that didn't happen.. but even so, the beta for RE4 looked like it was gonna be one hell of a game. It was like a love child between Silent Hill and Resident Evil.
Agreed. Somebody at Capcom WILL PAY if they shank Leon.. >_> I'm kind of bummed about his lack of an appearance in the live RE films, but honestly, they suck so damn bad, it might be a blessing in disguise. (Still.. having Leon in those movies might be enough to make them tolerable. xD)

Yeah..that was quite the memory. I remember finally getting them after oogling them for what seemed like ever. ^^'
Anyway, finally got them, so I was pretty ecstatic, something along the lines of, "Sweet! Got the Lugers! Come on Claire, lets go rock some undead's world!"
So, did some quick equip, and tracked down one of those "Grabbers". Pulled the lugers and....no ammo.
"God damnit Steve!!! You're lucky I think redheads are automatically cool!"
