I can see how reminiscent the picture is of the first Act of PGSM, but when I first saw this picture, the pose Minako is in gave me strong vibes of Ling Xiaoyu from Tekken. The pose and (perhaps Minako's proportions look like one of the promo images of Xiao in one of the newer Tekken games. And this is actually one of the reasons I like it... When I first tried Tekken (through T6) and I first saw Xiaoyu in action, my immediate thoughts were of PGSM; Usagi in particular. And Xiaoyu eventually became one of my favorite characters (if not the favorite) in that series.
When you couple that with the fact that it's a nice drawing/render of my favorite character in SM (Sailor V), it's actually up there as one of my favorites. It's not perfect, though; while it isn't a simple anime/manga-ish drawing, the colors don't pop out. It's not bad, but I think if the darkness of Sailor V's silhouette were a little stronger or if the colors in general were a bit stronger, Sailor V would've popped out a bit more.
And I think having the entire lenses of Sailor V's mask have a soft white glow (to the point of obscuring the eyes; which is how masks in SM occasionally worked) would work better. It would work up Sailor V as a mysterious superhero figure of Tokyo, and I think this art captures that aspect of her; as if we're seeing Sailor V from the viewpoint of a pedestrian who reads the exploits in the papers or got a glimpse of her fighting against evil and feeling the positive excitement of that very moment.
Despite my nitpicks, however, I must again express how it's among my favorites. Not only does it remind me of another character and reminds me of some good memories of my past gaming experiences, but it's a great portrayal of Sailor V as a mysterious hero and it has that hint of PGSM with the pose chosen.

And yeah Xiaoyus picture gaves my the inspiration to draw this picture.
Long ago when i saw the PGSM series I liked the way of Sailor VΒ΄s running style so I know I want to draw a picture of her in this pose.
This is quite a totally diffrenet way to show her. I choose directly this way to color her and poping out colors are more "naive or more childlike" besides I have a lot of thoses picture on my site so I try to avoid it.
But its nice to know that somebody fiddled with this picture and thank you for the fave.
