They're little decal things that you can place in the game world (pbs.twimg.com/media/CnlT6KPVIA… or just Google "Overwatch sprays")
Never fully understood their use myself apart from a few that troll or complement other players. I tried using this pic in Garry's Mod but my laptop wasn't having any of it and refused to show it so there goes that example idea XD
