The main problem with T. rex being an exclusive scavenger is that it was way too big to find enough food to survive - vultures are already very large for scavengers and those have a way of locomotion that allows them to cover large distances with minimal use of energy.

They could use the tactics of the Comodo monitors - bite anybody and wait for it's death by infection

Which would make it a predator. Albeit, I'm not sure how well they would perform using Comodo dragon tactics, as the teeth might not create the necessary type of wounds that faciliate infections.

That theory has actually been scrapped a long time ago - tyrannosaurids like T. rex were active predators during both the adult and juvenile stages, and thus didn't need to scavenge. Of course, this doesn't mean the situation you propose couldn't have happened from time to time.
