The Tal'Harton are from the Gamma Quadrant. So any common evolution is just a coincidence.

I can't answer too many questions about their evolution, since I'm not the creator, just the artist. I have the perspective of a player who is discovering more about the species as it's uncovered (he doesn't tell me everything, so as not to ruin surprises in the game). I don't believe he had the Selay in mind when he created them, so I'm pretty confident there is no common evolution. I could be wrong, but I'm fairly certain. I am sure that they, unlike the Voth to the Delta quadrant, are native to the Gamma Quadrant. So they did in fact evolve there.

lol I think I might have been inspired by the mood of Stargate, even if I've only seen a few episodes. When I finished the image that's immediately what popped into my head, which is probably where the Egyptian theme came from. That and the Egyptian God, Set, who was a snake.
