This is by Jef Row, it's outside the center of Bristol.It was taken at night with a flash, but that wasn't really a problem, it was on a Grit-Salt container.

Yes I thought so, I Googled him a while ago.
I think this is still here, its on a grit salt container near the foot bridge over the river Avon nearest to the center of Bristol

Yes, I Later noticed, iTs says 'Jef Row' So I Searched for him on Google, and it looks like he is another graffiti artist.
