(EDIT: FOR SOME REASON THE QUALITY LOOKS REALLY CRAPPY ((at least on my computer)). Trying to fix that now~)Finished this exactly TWO MINUTES before the NY Anime Fest winter art contest. God. I am never rushing one of these to the last minute again, ever. *dies* ...My hands are still shaking. xD
Anyway, I thought this would be a good idea for my entry and I like how it turned out. ....Aaand I'm too tired to write anything else so I'll edit the description later.

technique not the program, I use photoshop myself

I'm not sure exactly what you mean. ^^' Lets see...I sketched it out, scanned, did the lineart in PS with a 2-3 pt. brush at 5000/7000 pxls, colored, resized and cleaned it up. There's no specific name for the technique.

My bad let me explain: I don't have a tablet so when I shade my work I select the target area with the selection tool and multiply the color in that area by itself, so what do you do?

I have a Toshiba laptop with a touch screen so I color directly onto the screen with a tablet pen.
