any camera that has a manual focus and aperture adjustment can be used to make a bokeh photo.
to do it just make the aperture as wide open as possible to capture as much light as possible (a f/1.4 or a f/1.7 or a f/1.8 or a f/2.8 or even a f/3.5 would be good, smaller number is better). then point your camera at some lights, make it completely unfocused, and there, you have bokeh!
