Photoshop does exactly that, except better, you can add your own brushes, make brushes, use layers, make things glow, ANIMATE things and lots more, SAI is just a simpler photoshop, and so is GIMP

GIMP isn't for drawing pictures, it's for editing them, that's why it's an easy photoshop. I got fur brushes in photoshop to draw fur
