Also he isn't a vault dweller, he's just some wastelander who stole a vault umpsuit off of another vault dweller.

definitely not the Institute,
I don't think he would join the Brotherhood of Steel because he would probably see how their not really that much of good people like they claim to be,
He could probably join the Minutemen but I'm not sure if they would approve of the fact that he is a master thief,
and I don't know about the railroad,

He's better off on his own, not joining anybody. Also he stole that vault suit. He's not a vault dweller.
He can ally himself with certain factions but never truly join them.
This version of Sly lived during the massive time gap between Fallout tactics and Fallout 3
And as part of his extended ancestry in this alternate timeline, the coopers after the great war traveled across nearly the whole american wasteland, their stories and travels still recorded in the thevius raccoonus, now partially a wasteland survival guide.

I think sly will always be a thief, even in the post apocalypse. I'm going by fallout logic, where you can also steal, pickpocket and lockpick in that game
