Thats a costume from another game as a reference if im thinking correctly.
You're right though, some of those designs show alot of skin, but she still doesnt have like large breasts or anything like its depicted here.

What software do you use for making animations? I like animating, I was trying but failing that hard. How much practise did you need to be in such a step the animation looks very well? Do you have any tips dealing with animations?

You can try using Fighter Factory. Its great for stringing sprites.
