Looks like the "Windows 8" - Design. Love it. Is this a Flat-Design?

This is flat design, yes. If you want to know what's typical for flat design: simple shapes (circles, rectangles), single colors/no gradients, no 3D or glossy effects and so on.
But to be honest, it doesn't made me think of the Windows 8 design. There are some big differences. The purple and orange in the slider reminds me of Ubuntu though
Nonetheless, I really like this design. It's really nice and clean

Hm, I don't know if I can rate it like that. It also depends on the context the design is used for. I don't see any big mistakes. But I can imagine that some will say you used a bit too much different font styles/weights/sizes and that it looks strange that you mix centered and left aligned text in the tiles. But it disturbs me much less than using a too small padding between icons and their borders (which you didn't do).
I also think a feedback like that is a bit more helpful than a rating
