Naw, there's not much difference. Some of the best artists use older versions of Photoshop. ^-^

Awh, thanks... (: Well, when I started drawing anime I bought a lot of "how-to-draw" books... and those were helpful to look at when I was getting started. But mostly I just sketch something over and over to get better at it.

AHH, i see i have not found a book that i really like and would help me to learn how to do hair or things of that nature I know the book but they are so popular that they are never in the store and for some reason i have not gotten them online

The bookstores around here have manga sections, but yeah, they are usually out of those kinda books. Try the art section; there's usually some How-To-Draw Manga books hidden in there. Or getting them online is good. Amazon.com has a good selection. ^^-
