I found a solution.
In the .fx change one of the "mainTec" to "MainTex" (or anything really, as long as its only appearing once in the code)
then, in mmd, go to mme, the last tab (For me it says Tool(T) since i have the english version) and enable "Skip device validation(S) which should be the last option. then the effect SHOULD work.

That's super dependant on what you mean by textures. Making accessories would be more reliant on a working knowledge of various 3D creating programs. When I learn more of how to use Google Sketchup (which is apparently the best one for creating simple accessories), I'll definitely post a tutorial... sorry for the late reply! I've been off dA for a bit because of logins.
Anyways, I haven't been doing a ton of MMD stuff lately but I do intend to make more tutorials!
AS FOR TEXTURES: Textures are actually pretty easy to make, it's just the UV Mapping (telling them where they go on the model) that's complicated. I'll make a tutorial about UV mapping in PMD editor soon, if that's what you're asking? It's a bit lazy and lame but I'll try to do it soon. -adds to to-do list-
I like making tutorials I just haven't made more because I didn't know what people wanted xD

Huh. I should think so... The animating tutorial might be a little different though. Look up "Animating in Photoshop CS6" and just follow their rules.
Though, I shouldn't think it's changed too much. I haven't looked into CS6 though...

Okay so this is juuust the fx and x file that you need. I think it ought to work... you might need to create a tiny blank file called dummy.bmp if it messes up.
Or something.

the Movies effect is contained in that file (a folder called Movies). There's a bunch of .fx and .x files, just take one of the .fx files (it doesn't matter which) from that. There's also a few other effects in there.

In theory, could I also use Vegas to make an animation, then export it as a series of .png files? Photoshop 7 doesn't have an animation window.

Yes you could. Animation only came out in like... CS something. You can use any program capable of exporting an animation as a series of .png files for this buuuut it might get to be a bit of a huge file.
