Reginald's new design isn't too far from the original but that's because the original suited him so well seeing that he's based off Geese Howard from Fatal Fury and the Raikage from Naruto. The toga-like black part covering the top of his robe was inspired by the outfits worn by Hidden Cloud Ninja from Naruto.

Short Bio: Before he was Head Captain of Toku Sentai America, Reginald was a police officer in the Greensboro Police Department and later Police Chief. Part of what got him the job—outside his sense of justice and duty—were his Choujin powers of Electrokinesis, which allowed him to better stun and apprehend the more violent and drug-addled criminals. But learning to control this power didn't come easy.
Like most Choujin, Reginald was born with his powers and first discovered them at the age of five when he accidentally short-circuited his brother's TV after a normal sibling fight. Luckily, no one was around at the time but Reginald, a sharp youngster, knew he had a gift and needed to control it and keep it hidden. However, lightning powers are notoriously hard to control because of the sheer power of lightning. Young Reginald learned this lesson while practicing deep in the woods away from prying eyes when he blew the side out of an oak tree while trying to channel his lightning. Right then, Reginald knew he would need outside help if he was going to control his powers. He kept his powers hidden while learning Karate for extra discipline. Finally, at the age of 25, Reginald got his big break.
Thanks to his dedication to Karate, Reginald made it to 5th Dan black belt. This and his ability impressed his Sensei, who invited Reginald to compete in the World Karate Championship in Okinawa, Japan. Reginald couldn't agree fast enough. He was one of many American representatives but he stood out the most thanks to his skill and dedication to the art. One of those most impressed by Reginald was a middle-aged man named Raidou, who approached Reginald after the tournament and asked if he would like to become his student. Raidou was no ordinary martial artist, however, he was a Choujin with lightning powers like Reginald and noted that he could sense the then-young Reginald's powers. Raidou offered to help him control it via training in the mystical Japanese martial art known as Raijinken, literally "Thunder God Fist". According to Japanese legend, Raijinken was first taught to a Japanese Choujin by the god Raiden during the Kamakura Period.
But this myth was the last thing on Reginald's mind. His chance to control his powers had finally come and Reginald didn't hesitate to accept Raidou's offer. After bidding goodbye to his Karateka friends he called his employer, a security firm back in Greensboro, his future hometown, and quit his job. Immedietly after the tournament Raidou took Reginald back to his home in rural Kansai, Japan. Here Reginald would train, eat, work, and socialize for the next ten years of his life. When he first came to Japan he had just a passing interest in the country but as he became assimilated he came to love it and its culture. By the time he was 35, Reginald had learned everything there is to learn about Raijinken and a good deal about Japan and its people. He bid Master Raidou farewell and headed back to the United States, where he picked up work again as a security guard in Greensboro.
Now that he had mastered his power of Electrokinesis via Raijinken, he used his skills to stun dangerous and/or unruly criminals--including the odd Choujin and supernatural occurrence here and there. This caught the eye of the Greensboro Police Department, who offered him a job that would take him on the long and dangerous road from Officer to Police Chief. By then it was the 2000s and Reginald found himself the last line of defense for North America against supernatural threats that were getting more and more common all over the world. Pretty soon, the normal police forces found themselves outmatched and Reginald felt the sting every time he lost an Officer to a fellow Choujin or supernatural creature. Thankfully, the Chief had a solution.
During his time in Japan training in Raijinken, Reginald met and befriended Soukichi Banba, Head of Toku Sentai, an elite paramilitary force that started in Japan in the 1970's. Toku Sentai's sole job is handling threats too tough for normal police forces and SWAT teams and they work worldwide. However, back then, there was only the Japanese HQ and it took them a while to respond to threats outside Japan. Reginald knew this and offered Soukichi to head up an American Bloc of Toku Sentai to help out HQ. With Soukichi’s blessing, Reginald started the North American Bloc of Toku Sentai, Toku America, in 2006. It was the first representation of Toku Sentai outside of Japan in the organization's history. From there it was uphill for Reginald and Toku America. Not only was Toku America received fairly well but volunteers from all over North America and beyond journeyed all the way to Greensboro just to try out. Of course, the Hollywood-produced recruitment commercial did its part in bringing in hopeful applicants.
Five applicants that stood out were Antonio , Mizuki , Clayton , Meihua and Victoria . Though they applied at different times all five applied roughly around 2010 to 2011. More importantly, they shared one deciding factor: thier Seijyuken. Reginald had learned of these legendary weapons during his time in Japan from both Raidou and Soukichi. Reginald knew he had to keep close watch over these five young people and thier weapons. At first he did a pretty good job of that due to the five's willingness to take the more serious missions. But the easy ride ended in 2012. The trickery of the alien force Uchuu Guntai Salvaje during thier invasion that same year forced Reginald to arrest his five best Officers. The arrest was merely a precaution so that Reginald could bring the five in for questioning concerning an attack on Berlin involving thier Seijyu. Nontheless it left a bad taste in thier mouth and led to the abandoning Toku Sentai as a whole. Reginald isn't proud of threatening to arrest the five after all they’ve done for Toku Sentai and the world, especially after he learned the attack was perpetrated by Salvaje. But he stands by his decision even to this day because Toku Sentai is meant to protect all lives. He hasn’t given up on the five, however, and has been secretly keeping track of them since they left. The reason is that he believes the Seijyuken are too dangerous to remain in their hands and always has ever since he met them. He has also been keeping an eye on others who have Seijyuken.
As Commander of one of the world’s best paramilitary guardian forces, Reginald is a strong-willed man, almost to the point of being stubborn. But he truly cares about civilians and will do what he can to help them. Reginald is also very perceptive about people and how to use them. Half of the Officers he has in his employ were hand-picked by him for their skill or a personality trait he values. This perceptiveness comes from his past as a cop, where correctly reading a suspect can mean the difference between life and death, not much different from Toku Sentai’s work. He is also a patriotic man and loves the United States as a country and an idea but he also has a healthy love of Japan and its culture. He fell in love with the country while training there and later met his beloved wife, Satsuki. While he has not spoken to his only son Dred since their split, as a father, Reginald still loves him and occasionally worries over him. However, Reginald knows that Dred has a Seijyuken and he will not hesitate to take Dred in should his son get into trouble with or without his weapon.
While Reginald has an laser-like focus on Dred's and the rest of the Seijyuken, the techo-terroist Deoxia and her organization H.U.M. have stolen most his time and resources for keeping intel on the weapons and their wielders. However, as a man of duty and faith, he is more than happy to do his job fighting off H.U.M. Reginald shares a friendly rivalry with the Head Captains of Toku Sentai Europe Elfriede von Schroeder and Toku Sentai Asia Cao Mengde together they are known as the Three Kings of Toku Sentai.
