If it's a character base...why did you not draw the hair? I don't get it. If it's for other people to use, wouldn't they want the hair usually? XD

If they drew the hair then it wouldn't look like a clannad base. It'd just look like Nagisa xD

From my view they just meant it was a base based off the picture of Nagisa.
Usually bases are just meant for poses and sometimes come with outfits, and you can edit everything else to make it into your character. It's usually better if it's pixelated, but only because it's easier to edit.
