Meet Roaring Thunder, the archenemy of Otterman. Yup, he is Otterman’s Joker. Anyways, here’s Roaring Thunder.

Name: William Thunder
Powers: Electricity manipulation, fear inducement, blizzard summoning, flight, pistol proficiency, and superhuman agility, durability, and speed.

Feats
-His blizzards are capable of freezing an entire city.
-He can cause an outage that can spread through five states.
-He has fought some OG superheroes like Supreme Guardian.

Backstory: Not much is known about William. From what resources the U.S.W.A can get, he works for the Mustelid Zoo as the owner (plus one of Mustelid City’s most richest man) and according to spies, he is behind many schemes even making deals with dangerous mafia members. Sadly, those spies are considered deceased as nobody was able to escape Thunder’s grip. Apparently, he smuggled otters from an island in Japan, which the Japanese government considered going to the island banned without a reason but it’s believed the island is considered dangerous. Those otters he stole weren’t Asian short claws, but another kind. Those otters were the ones to grant Trevor the power to become Otterman. Thunder is still considered a threat to the U.S.W.A and they are still trying to capture him, even if he keeps escaping from them.

Now how is he connected to being “December” related. Well, he is based on Scrooge from the Christmas Carol. Originally, he was supposed to look like a man wearing a business suit but that was kinda boring, so here is his new design. Also I have been making a new batch of characters and will I show you their names, yes
