Anyone is free to make a siren. I'd start with basic OC information; such as, what gender you want, their skin color, hair color, eye color, and also tail color.XD 
Researching ideas that would help spark information may help as well.
Or sometimes people have sirens up for adoption. So the siren is already designed but it's yours to create with a name and background.
