Um... Well, uh... IDK what sort of RP you're going for, whether it be AU or going by the canon... but I do have a profile for my Philippines OC in my gallery and it does contain lots of detail on her personality and her foreign relations... I imagine Philippines would be closest to Singapore out of those you listed though, if we're going by canon... because of them both being a part of ASEAN. Philippines would be least familiar with Chibitalia (their histories wouldn't have crossed paths, trust me), Prussia, Hungary and Finland. There is some familiarity with France (Jose Rizal's been to France, etc etc) and I imagine the familiarity with North Italy would stem from the fact that Philippines is predominantly Catholic and in Italy is the Vatican City... but no, going by real life, Philippines isn't particularly close with any of the nations you listed...

but if this RP is totally AU, then by all means, make Philippines close friends with any of them. Otherwise I'm not 100% sure what sort of advice to give you, ahaha... but yeah, I think I did pretty well with my OC bio, I contained a lot of information, so it may help~ c:

Sometimes it takes me a minute to answer to my RP friend, because I don't want to offend the character, Prussia... I only let Belarus call Prussia an 'un-awesome Prussian', not a 'fallen nation'... That would hurt. Dx

In our RP, Belarus and Prussia tease each other. xD

When we do a historically based RP, I end up with a lot of tabs about wars. xD
