It would be my pleasure if I could help you, but your question is too vague to answer instantly. Since most of my works here is an end result of many layers and complex techniques, I can't explain every steps in few hundreds words.

Pick a specific topic at one time such as "how to extract the girl's flying hair from the background like this?" showing an example photo, and I will try my best to explain how do I do that.

Just few tips for now.
Choose as good resource as possible. Photoshop is not a magic that you can do anything with any images. You can get best result from only best photos.

If you are going for reality, learn from the real. You can't get realistic effect without enough knowledge how it should look like.

Play around as many as you can. Like if you are applying a filter, change the parameter more than necessary and see what will happen. You might find interesting effects and they might useful in the future.
