There is no any problem - in OrangeBox version of the engine you can mix cubemap and phong shaders, simply by putting their keys in vmt together.
They are using one specular map - contained in normalmap alpha.
Cubemap gives you metallic reflections, like thin scratches, and phong - gives nice specular effects on whole model.
But i recomend you to not using this effect too frequently. It's a huge impact for fps, especially on old video hardware (without universal shader conveyors)
