Difference is in medium to thinning. In oil paints medium is oil with a bit drops of thurpentine and in watercolors thinnig medium is water.

I forget that some paints in oils  are cover so we can put many layers of paints on ohters. We must wait some time to dry the first layer and the it is possible to paint another layer of paint. I'm doing this when working on details.

In watercolors we can't correct the earlier layers of paint because they don't cover.  So we see what is underneath when there is many layers of paint.
