woa, thats not too hard to do.
it would be easier if i still had mugen characters here...
thats how i made my KOF Dream Roster.
you just need a mugen character editing program
and download all those kof characters and use them
but
if you dont want to do it
theres an alternative
use a neogeo emulator with kof2002 rom
and play in console mode...
select the characters you want, as i can see its all of them
and take screenshots of them in the pose you want to.
then you just have to remove bg and edit the images.

i dont have any knowledge of those mugen stuff emulator you were mentioning. afterall my laptop is getting slowed down after download those darn adobe's. Anyway the only easy way for you to do it using MS (Microsoft) Paint program. and you should go to google. type king of fighters 2002 fight a base. then you can see substitues like summary,dialogues,galleries etc. but you need to find 'customes'. there it will lead you to the sprites. and after succeeding copy/paste on paint.
