I love the haziness around everything except the eye area!

Unfortunately, this is a profile comment - I don't know which piece you're talking about!
But anyway, to answer your questions.. I got serious about art when I was 10 (by which I mean, consciously making an effort to paint for a couple hours every day). I use an old Wacom intuos2 and Photoshop CS5.
