Adobe is some sort of an advanced version of MS Paint. Drawing with a mouse is always troublesome, but having a tablet like Wacom Cintiq, makes everything easy. Since it's like drawing on your screen holding a normal pen.
Although if you meant on how I draw my kim possible stuff, I actually drew them on my sketchpad first, and then scan them over onto my computer. From there, I use Photoshop to do the outlining and colouring.

I usually use the one and only, Adobe Photoshop. At times I used Adobe Illustrator though.
And well, yes. You have to purchase it; unless you found other ways of 'extracting' it.
