uh I don't know if you know what I'm talking about but there's this character from Street Fighter III: Third Strike and he's this rocker dude with long green hair and red pants ... I just thought he "probably should of been in it" ...

Ah, I think it's Alex you're talking about...Maybe he would make a good GG character indeed xD. However, he is very similar to Axl-Low, another GG character.
Well, I think it's because all the characters are based in rock bands and rock singers. Like Axl-Low (Axel Rose), I-No (she was based in a japanese rocker called Shiina Ringo), Slayer (based in a band called SLAYER), A.B.A. (ABA) and so on ^^.
Also, Daisuke Ishiwatari, the game's main designer, is a biiig fan of rock and an awesome rock music composer.
