Actually, the "Arbiter" is a special rank given to Elites during times of crisis, such as the Taming of the Hunters, the Grunt Rebellion, and the Heretic Uprising. Usually, an Arbiter is created only to die. Their missions are almost always suicidal.

lol, the first Arbiter you encounter is named Thel Vadum, he was the Fleet Master of the Covie fleet that chased the Chief to Halo. He is called a failure and stripped of his rank. Only to become the Arbiter, which you get to play as during half of Halo 2, and if you're second player, the full campaign of Halo 3.

If you're playing on the X-Box, then it's Combat Evolved, aka, Halo 1, if it's on the comp, then it's Custom Edition, where you can mess with all kinds of things using the Halo 1 engine.
