Hmmm...I'm not sure how good I am at giving tips, but I'll try.
I usually get ideas from just wandering Neopets or reading the Neopian Times. Sometimes it's good to look for connections between Neo occurrences, or explain why/how something happens on the site, or wonder what would happen if something happened differently. If you think of something that might be comic-worthy, write it down right away! If you keep all your ideas (good and bad), you may discover a few gems in there later.
