It shows Roberta with shoes and socks discarded as she shrank her right foot from a size 20 to a 5W then places small right foot on top of normal sized left foot [with toes wiggling (namely the shrunken foot's])  for her amusement

The context: in the episode of the cartoon (enclosed in the refs below via YouTube link) where she's the focus, She's upset at the prejudice and the hardships she has over her big feet
non canon [related to context]: She finds a size alteration ray gun in an alleyway and snuck it into her bedroom
She removes her socks and shoes and decides to shrink her right foot from her regular size 20 to a size 5W for a test
She's surprised it actually shrunk her foot to a size 5W of which she put the shrunk foot atop her normal sized left foot where she's amused at the tiny foot wigling it's toes on top of her normal size 20 foot
