Sorry for the late response but here's some background:

Team North America

Team North America- Contains 2 U.S. members (All-American, Blackout), 2 Canadians (Ultro, The Wilde), 1 Mexican (Firewater) and 1 Central American (Quetzal). A military delegate from each govt. form a council that is in charge of deploying the team.

All-American (USA)

Real name: Tad Baxter

Powers: Peak physcical condition. Highly skilled fighter. There have been a number of All Americans throughout time. The first was made through secret experiments of Ben Franklin and other founding fathers of that period.

Personality quirks: Serious and duty bound

Blackout (USA)

Real name: Shamika Johnson

Powers: Can produce a thick black sludge that she can emit from her pores but usually channels through her hands.

 Personality quirks: Well adjusted and socially concerned.

The Wilde (Canada)

Real name: Unknown

Powers: Super-Strength, Durability,

Friends/family: Cousin to Efretti of Death Squad, other demon family members in the 9 planes / member of Team North America

Personality quirks: Extra aggressive fighter.

Ultro (Canada)

Real name:  Joe Anderson

Powers: Super-strength, flight, heightened speed, laser vision

Friends/family: Megamaxc(father), Gladiatra (sister)

Personality quirks: Trying to live up to his father, Megamax's, legacy. Moved to Canada in his teen years to escape his father's shadow and became the top hero of that country.

Firewater (Mexico)

Real name: Carmelita Sanchez

Powers: Can take the form of and produce a liquid fire which she wields in the form of sprays, waves, geysers, ect. All the water she produces has flames on it. Can't manipulate her body into forms other than human shaped.

Personality quirks: Fun loving Latina.

Quetzal (Central America)

Real name: Ricardo “Ricky” Gomez

Powers: Flight due to mechanical wings that grow out of his back (mechanical implants), absorbs solar energy which he can blast from his hands

Personality quirks: Lighthearted but a bit of a chauvinistic flirt.

Firewater's origin is hinted at in the story and we do get some background on The Wilde in this issue as well. Ultro's origin is covered in Argo 5 #26. An origin story for All-American is in the works. I don't really do handbook pages preferring for each character's stories to unfold. I did do Kasira, Blue Dynamo, Shazrath, and Gladiatra's origins in Argo 5 2, 6, 18 and 26 respectively but Team North America have had less appearances.
