I'm not 100% sure about everything regarding prints because I don't do prints. This "request to print" is just someone wanting a print of your work. You probably don't have that deviation up for print... but they want it to be. So you can approve of it and put your thing up for print.
Deviant art does prints for you. There is standard and premium. Standard is free, premium isn't. Standard has limits to what you can do, premium pretty much doesn't. You just have more options going premium. You can set up your art work for print by enabling prints for your deviation.
But what it is, is pretty much selling your work. When you set up everything for print, it'll have like what kind of paper you want it to be printed on, the dimensions, and the prices for each kind of paper/sizes. You don't have to pay anything. You profit 80% of whatever you sell. The remaining 20% goes to deviant art.
Prints can only be in the form of Digital Art, Traditional Art, Wallpapers, Photography or Literature, and everything(obviously) has to be completely yours and you have to hold all rights to your work. So a lot of my stuff wouldn't be ok. You do photography, so you would be able to.

If you're not going to be a premium member or whatever, then dA sets the price for you. They have a set price for each available size for non-premium users. If you were to be a premium user, then you have more freedom to set up your print size and prices. When you go to make one of your deviations available for print, it'll have some sizes and the prices there.
