Sadly, I got them secondhand, and I don't know where they came from originally. They were black, and then I painted them yellow. I usually have decent luck at thrift stores for cosplay shoes, keep an eye out there?

At Hobby Lobby (and some other craft stores) they sell these plastic hollow ball ornaments that are in two halves so you can fill them with things, I just used those, sanded the surface a little but so the paint would stick, and painted them red.

Oh! My bad. This is why I shouldn't check DA when I'm sleep deprived. For some reason I was thinking about the fabric paint I used for the logo on his chest. For the shoes, I used a glossy acrylic paint, but that too was pretty cheap and I got it at JoAnn's, it's the Apple Barrel brand. Same situation with needing several layers, too.

It's just the Tulip brand fabric paint, I found it at JoAnn's, it took a few layers for each color and a decent amount of patience but it was inexpensive and effective enough.
