Okay kind of an update: Discounting rent, food, etc from my budget I've saved up a fair amount. I've started looking through eBay and other venues for that mic. Also have a friend who did some professional sound production work, he's happy to help me set things up as a personal favor. I know it's not much of an update, but I've gone a little further. Thanks for the encouragement!

The simplest advice I can give you as to becoming a voice actor (or getting into it) is to just do it. The only way to improve is to work hard and better yourself through others' critique and your own.
If you're serious about voice acting as a passion (or hobby) I would suggest starting out with a mic under $200. Though, please remember, if you try out this profession and decide at anytime that you do not enjoy it, you can sell the mic. My current suggest is the Rode NT1a USB microphone. It's the highest quality microphone you can get for under $200 (look at used on ebay for even cheaper) and it's definitely durable.
Websites you can use (although I prefer YouTube) are the BTVA and the Casting Call Club. You can sign up for free and immediately start auditioning at both of those websites. As you get better, you will get cast in more and more things, and eventually you'll be able to be paid for your work. If you don't mind getting paid very little, set up a demo reel (or, if you're more interested in narration, just introduce yourself and talk a bit), and sign up for Fiverr.com. As you get noticed there, you will be able to charge more for your services.
