You have to be a member of PKMNation or PKMN-Adventures to breed with people. They're Pokemon ARPG groups where you can breed and collect and all that.
PKMN-Adventures is still in beta but it will have an opening soon. PKMNation has an opening once every month. If this stuff interests you, you should check them out ^^
