You want to make 3D Anime characters right? This is the only tutorial I used when I was a beginner: athey.deviantart.com/art/3ds-Mβ¦
Not anime specific, but it's pretty much the same anyways, then just practice, practice, practice. (Your first character may turn up crap, mine did haha)

I don't do commissions yet 'cause I've got so much projects going on so I don't have free time. I don't feel like I'm pro enough to do live streams plus I procrastinate a bit by doing random web searches so I don't want people to watch my browsing habits >__< though I may do a tutorial next time a make a model in the same style as my Tsukihi model
