Finding particle neighbors is an issue of broadphase collision detection, you're basically just doing circle-circle collision detection with an interaction radius of h. You can do a bruteforce thing where you check every particle against every other but it gets pretty slow very quickly, I actually use a uniform grid and just check neighboring cells. Each particle has an array that I empty every step, then all the particles closer than h distance apart get added to that array. So later on you can just loop through each particle and its neighbors array.

Viscosity is done by directly changing particle velocities. The reaction force is determined from the difference in particle velocities (slow them down if they're moving towards each other very fast and such); also by 2 constants (sigma and beta in the greek alphabet). Sigma is a linear viscosity and beta is quadratic, I guess beta affects the faster moving particles more than the slower ones. To be honest it can get a bit unstable so I prefer just to ignore the beta term and cap the velocities directly. Another thing that affects the force is the q variable they use, it's basically a weighting function that affects it via distance.
