Hi! Thanks for the warm welcome <3, Deviantart is a bit confusing, but I'll probably get used to it over time. But how do you do that thing under your name on your profile? (I see it everywhere aA)

For the signature in comments:
First you go to settings
(by hovering over your account name next to the notifications)
Then you go to identity
Then, in the box under the avatar, it should say "comment signature"
Then you type whatever you want in the box
For the tagline on profiles:
Click the "about box" (under your name on the left on your user profile)
Then click the pen icon
There should be a text box labeled "tagline" (right under "member type")
Then type whatever you want
