Tbh, Smeargle's just one of my fave pokemons. The main reason why I chose Mr-Smeargle as my ID is because I love to sketch and I could say I'm good at it ^_^
And about the thing that Smeargle sucks in battle, I can't agree with you :/ You can equip him with Focus Band in-case the opponent strikes first then have him spare one turn. Then use the move Sketch o.o Of course you make him fight battle-type pokemons like Gyarados <_>

"Heart Scale" should do the trick. You can find them equipped on Luvdiscs. You can trade it to the "Move Tutor" in the Ruby/Sapphire version so he could teach Smeargle a forgotten move, which is "Sketch" ^_^

Er. Obviously, you make him fight another battle-type pokemon and have him copy anoher attack and then the ccycle goes on until Smeargle has 4 moves o.o
