Yeah, they're made by Blue Emerald on Pokecommunity. He also made sprites for Mime Jr, so if he gave you permission to use his Munchlax, I'm sure he'd also let you use his Mime Jr. sprite as well.

I think everyone has Permission, because the munchlax Sprites on a Tutorial for everyone, i Hope he give the Permission for other Sprites too.
