The mirror is on the platform so the driver can see the doors without leaving his cab (the underground operates much quicker than national rail, getting out of the cab would cost vital seconds)
On the underground sections of most lines that have videocameras and monitors to replace huge mirrors.
The second is a reflection of the reflection, on the side of the new District Line trains which are very shiney and reflect light like nobodies business.
