Whether the arwing is a dedicated air-superiority fighter or could be used for effect on small ground targets is of course questionable. Then again it's all just a game don't you think? From what I know about the Star Fox games, the Arwing is a multi-purpose fighter (like the F-14 Tomcat), meaning it can attack some ground units and buildings, but it is most often used in it's air(or space) superior role in the games.
