Sorry for late reply. Im not so sure if it's an easy fix. A pc that's old as 2013 and can't even log or restart, I think I may need a new one.

With it being that old you probably just want an upgrade anyway, but if you're saying that the power button doesn't work at all I'd say it's the power supply, if it has a fan there's an easy way to tell by unplugging it and placing a jumper on it, if the fan doesn't move it's broken. I've replaced a few power supplies and had that be all that's wrong. It's all too common on prebuilt PCs.
If you'd like some help putting together a parts list I'd be more than happy to help, custom is the only way to go, you can almost always do it for cheaper too, with far better parts.
