Um... you mean week 3. The brain begins to form in week 3 after conception, human brain waves are recordable at week 6, pain is felt by week 8, and the brain is fully formed by week 10.

Oops... correction... the pro-choice web site agreed that fetal "electrical activity" is measureable at 8 weeks. not 6. Pardon the typo.

Ah... that was echoed in multiple sources on fetal development. At the time I wrote that comment I had referenced a woman's health web site's article on pre-natal development (not a pro-life web site and topics there were many). I don't recall the link any more, but I can do a google search.

After doing a google search just now I have found sources asserting either 6 weeks, 8 weeks or 30 weeks as the time at which fetal brain waves are recordable. So online at least that appears to suggest a range of consensus (for all that's worth).
The six weeks assertion is generally found on overtly pro-life web sites, the 30 weeks assertion is generally found on overtly pro-choice web sites, and the 8 weeks assertion is found on a variety of web sites, including many general woman's health sites that don't appear to show an obvious bias for or against abortion.
One overtly pro-choice web site agreed that fetal brain "electrical activity" is measureable at 6 weeks, but insisted that adult-like "brain waves" are not measureable until later and so the "6 week" assertion is thus mis-leading. All the "electrical activity" proves (she asserts) is that the neurons are present, connected, living and functioning, but that (she asserted) is not the same thing as "brain waves".
Does that help? I'm sure you can find out the same thing if you do a Google search for "brain waves fetus".
