I'd look for a hat patern first, or find a way to properly measure your head to fit it with the wig.

I thought up the next steps. :D (Big Grin)

Measure around your head where you want the edge of the hat to sit (with your wig on), and use that as the diameter. Add an inch to fold inside for the hem when you sew it. (If you have a hat patern you wont have to do this, a perfect circle wont fit properly, so you might want to add a dart in the back.)

Use the circle you made for the darker blue fabric, and recreate it, but with the lighter fabric and add the triangle she has in the front.

Cut out two piece of fabric for the two long pieces of fabric on each side of the hat (make them as long as you want, maybe around 2 1/2 inches wide.) before cutting.

Put the two pieces of fabric inside out and sew it all away around each one, leaving one end unsewn. The extra frabric of the hem that you just sewed out of the loop should have 1/2 or more (matter on how thick you want them) and serge it, stringing them through back to the right side.

Place the lighter blue cut out inside the darker blue, fold the edge around it, and measure to match up the triangle to it's proper place. (the inside of the light blue doesn't need to be there. You can cut it so that you're able to sew from the inside, lining up with the outside of the where the light blue is supposed to be on the hat. With the hem folded in where you sew.)

Sew in the two piece of fabric and walla. Done.

Though, to make the hat proper, you should put the original on your head first to see where you'll need to put a dart. Because a perfect circle all the way around wont fit your head properly.
