You have to determine optimum frame rate yourself.
Animate a movie clip of a character's ready stance and adjust the frame rate until the character moves at about the same speed as the game that they come from.
You can raise or lower the FPS a little bit depending on whether or not you want the character to appear faster or slower, but there is a threshold.
For example, Mortal Kombat characters animate well between 18 and 20 FPS. One elite flasher I know animated a movie containing a MK character at 26 FPS, which was too high for the MK character, but appropriately speedy for the SF character he was fighting.
At 26 FPS, a MK character moves too fast to effectively see what they are doing. This flasher had to compensate by doubling the keyframes on some of the frame-by-frame, resulting in the MK character appearing to move at 13 FPS, which was less than optimal speed.
The doubled-up keyframes would have worked had the FPS been raised to 36-40 FPS, but that would have thrown off the SF character and grossly increased the workload and file size.
It's all a balancing act, especially when you combine sprites from different games that have different native frame rates into one movie.
