wait, I thought I already replied to this. Okay, here goes the repeat.
I don't do much frame-by-frame animation lately, I used to use Firealpaca for that but then it updated to clunkiness. I might use Krita for that in the future, as that looks promising.
As for panning and putting things together and such, I sometimes use After Effects for videos, and... well, I used to use Scratch but they just went through an update and now it's a mess so idk. (and then I sat on my only working stylus so basically everything good is broken *screams*)
aaand for art I mostly use Medibang Paint (for cartoony stuff with lines) and Autodesk Sketchbook (for painty fancy stuff).
All of which are free except for After Effects, which my dad got from his work. Good luck! :3

Yeah, I'd go with firealpaca or krita.
And I'm fine :3 Just need to wait for a new stylus to come and then get up and running on Youtube. And hope that Scratch fixes their little loading glitch soon, because once that's fixed it shouldn't be all that bad. Thank you!

(well, okay, the main thing I remember was that we watched a dramatic foreign film about terrorists or something and so a couple people were just debating whether the screen going white and then fading to grey at the ending actually meant a bomb had gone off. Other than that it was a pretty good discussion.)
